Study abroad

Passport, birthplace, school and home are four different facts

Universities, fee rules and immigration offices treat them separately — so does this page. Academic fit, scholarships, real cost and what your student years count towards, each on its own evidence.

Fee classification

Which published fee category applies?

Nationality alone never puts you in the domestic column.

🇺🇸 USA

Indicative

Likely: International

  • No US citizenship or permanent residence: the student is an international applicant. Federal aid (FAFSA) is not available; institutional aid via the CSS Profile may be.
❓ 1 to establish
  • Is the university need-blind or need-aware for international applicants, and does it meet full demonstrated need? These are published per university.

🇬🇧 UK

Indicative

Likely: Citizen, non-resident · or Domestic / Home

  • British citizenship is recorded, but Home fee status in the UK turns on ordinary residence, not nationality.
  • Only 0 of the last 3 years were spent in the UK; the standard Home test looks for ordinary residence throughout that period.
❓ 2 to establish
  • Does any UKCISA exception apply (temporary absence, prior residence, settled parent)? Without one, overseas fees are the likely outcome for a citizen living abroad.
  • Home fee status and Student Finance England eligibility are two separate tests — passing one does not pass the other.

🇩🇪 Germany

Indicative

Likely: International

  • German public universities charge no, or low, tuition to most students regardless of nationality; semester contributions always apply. Baden-Württemberg charges non-EU students tuition, and some states charge for a second degree.
❓ 2 to establish
  • Does the state (Land) of the university charge non-EU tuition? Check the university's fee page for the current academic year.
  • Is the Indian school qualification recognised for direct bachelor's admission, or is a Studienkolleg year required? Decided per subject group by the recognition rules the university applies.

🇮🇹 Italy

Indicative

Likely: International

  • Italian public universities set income-banded fees (ISEE). Many apply the same bands to all students; some publish a separate flat fee for non-EU applicants resident abroad.
❓ 2 to establish
  • Does the university accept an ISEE-parificato for a family resident outside Italy? Without it the top band or the non-EU flat fee usually applies.
  • Regional right-to-study scholarships (DSU) are means-tested and open to international students at many regions — eligibility and amounts are published annually by each regional agency.

🇵🇱 Poland

Indicative

Likely: International

  • Non-EU students pay tuition at public universities unless a statutory exemption applies (for example holders of a Karta Polaka or certain residence permits).
❓ 1 to establish
  • Does any statutory exemption in the Law on Higher Education and Science apply to this student? The university's international office confirms.

🇬🇧 Coming back to the UK later?

  • 4 years studying outside the UK add nothing to UK ordinary residence.
  • For a later UK degree the 3-year test restarts from the date of return; a temporary-absence argument needs evidence the move abroad was never intended to be settled.
  • British citizenship is a necessary condition for some routes but is not sufficient for Home fees on its own.

Long-term

What 4 years abroad count towards

Education years, physical presence and qualifying legal residence are different numbers.

Same degree, very different bill.
